Windows update continually "checking for updates"

I recently bought a used Hp laptop and using HP care tools reinstalled a fresh copy of Win 8. I had serious problems getting updates to install. It kept getting stuck on "Failure to configure updates, reverting changes" I ran the Microsoft Fix it tool several times. Each time being told it was fixed. It never was. I gave up and did another install. Now windows update doesn't find any updates. 

I have run the check from the control panel and from the Win 8 PC Settings menu. From the PC Settings, checking for updates ran for about 20 minutes before stopping and saying "Never checked for updates" with the option to check again. I also ran Microsoft Fix It AGAIN. Not fixed....again. The troubleshooting shows problems to be-- Potential Windows Update Database error detected 0x80070490 - Fixed and Windows Update components must be repaired- Fixed. It "fixes" these same issues every time. Even before when it found updates but would not install them. After a fresh install of Win 8 there shouldn't be ANY issues, right?

I have installed no programs since the recent reinstall of windows just in case it was my antivirus as suggested in another help article. Is there any fix for this or should I just give up and install Win 7?

I have tried to run SFC in elevated command prompt but it comes back with "Another servicing or repair operation is currently running. Wait for this to finish and run sfc again."  I also tried to run DISM, however in Win 8 it doesn't have the ability to fix corruptions or errors and comes back with error 87 and gives a log location. Microsoft offered me a free upgrade to 8.1 which does, I just need to install all upgrades first...go figure.

I finally got it to work. I had to go into Services and stop/restart both Windows Update and Windows Module Installer. Then launch windows update again and it showed the updates. 

They have to be installed 1 at a time. I tried to do 5 at once when it seemed things were working properly again and Windows took that to mean I wanted all updates installed. Of course it failed again with the "failure to configure updates" and I was back at square one.

To get into services just hit the windows key and R at the same time. Type services.msc then hit enter. I also set both the Update and Installer to manual. Not sure if that had anything to do with making it work.

since this issue already solved, try to double check with HP whether this issue caused by recovery CD image or try to follow document from HP based on your HP model regarding upgrade to Windows 8.1 (different manufactured has different steps, due HW, driver or built-in software conflict) to preventing OS issue in future
